Kuntala Kumari Sabat Women's College was established on the 1st of July 1960 by the local with a view to promoting higher education for women in Balasore.

The college Library contains about 39,448 books in different section and sub-sections.  The staff and students of the College and any other person specially permitted by  the Principal may use the Library.

Section -1

1. The Library remains open from 10.30.a.m. to 4.30.p.m.

2. a. The Library remains closed on Sundays and public holidays.

b. The last period of every working day is set apart for office work of the Library and during the period no books are issued or received.

c. The students of the College are required to receive their library books from the College Library on the following dates. They are to return the books borrowed from Library between 11.a.m. and 1 p.m. on all working days.

Section -II

Rules common to all borrowers of books.

1.No book shall be taken out of the library without the knowledge of the librarian and until it has been properly entered in the loan register and attested by the borrower.

2.Each borrower must examine the condition of the books before those are issued to her otherwise in case of mutilation discovered later the presumption will be against the borrower.

3. Books shall be returned within the period allowed to the borrower.

4. When the date of the return of a book falls on an authorized holiday it may be returned to the Library on the day Library opens.

5. All Library books in possession of the borrower shall be returned to the Library whenever she/he receives a requisition notice for the return of the books, from the Librarian.

6.Anybody in possession of the Library books shall return those to the Library whenever she/he receives a requisition notice for the return of the books, from the Librarian.

7.Books taken out of the library must be returned to the Librarian or to the Asst Librarian.

8. No marginal notes or markings shall be made in the Library books nor shall any page be removed or torn. in case a page is found disfigured torn or removed the penalty shall fall on the receiver.

9. The Librarian will report to the principal the names of persons responsible for improper use of the Library books.

10. Although ordinarily there will be no restriction on use of book in the Library the Principal has the right to stop the issue of certain books to all or to some intending borrowers.

11. A borrower against whom any overdue or other charges are outstanding shall not be allowed to borrow from the Library and any one who has got a Library deposit shall not be allowed to withdraw her/his deposit until the Library deposit until the Library dues are cleared.

12. If any borrower keeps the Library books in her/his possession for more than the time allowed for the purpose no more books will be issued to her until the books concerned are restored to the Library. In extreme cases the privileges of using the Library books may be denied to such persons.

13. All those who may happen to be inside the Library are expected to observe complete silence. The Librarian has to see that the rule of silence is strictly observed and report any willful breach of rule.

14. The Library premises should not be used for purpose other than reading or consulting books and periodicals of the Library.

15. Spitting sleeping inside the Library and putting one’s feet on the furniture of Library are strictly forbidden.

16. The following are the list showing maximum number of books that may be issued at a time to the staff and students:

a. Member of the Teaching Staff –Ten books at a time for one month.

b. A student of +2 &+3 classes- One Book at a time.

c. A student having Hons(+3 1st year and 3+ 2nd year class)Two Books at a time.

d. A student in +3 3rd Hons – Three Books at a time.

e. Class lll Employee Three Books for fifteen days.

f. Class IV Employee Two Books at a time.

17. A book once issued to a borrower may be reissued to her/him only when nobody else wants to take the same.

18. Books of reference maps university calendar current issues of periodicals courses of studies questions and rare books shall not be issued for use at home without special permission of the Principal.

19. Members of the teaching staff and the ministerial staff may take books from the library on signing in a loan Register.

20. The time allowed to borrowers is one month in case of teaching staff.

21. Any book lost damaged or defaced by a borrower must be replaced by her/him if a book is one of a set or series and the volume cannot be obtained single the whole set or series must be replaced at the reader’s cost. Should the books be rare or irreplaceable the borrower must pay an amount of ten times the catalogue price of the book.

22. In those cases in which the price of the lost books cannot be ascertained. A person borrowing from supposed to have read the rules of the Library & is supposed to abide by them ignorance of the Library rules will be no excuse for the breach of any rules.

23 A single copy of a book shall be kept in reserve in the Library The same should not be issued in the Library. The same should not be issued outside without specific written permission from the head of the institution.

24. If the date of issue falls on Sunday the issue date shall be the next day i.e. on Monday no books shall be issued on public holidays.

25. With reference to Government letter No IHE/D-20/200162415(91)/HE dated 9.10.01, the guidelines for smooth transaction of Library Books in Government Colleges issued vide letter No. IHE-D/20/2001/354488(8)/HE dt.12.6.2001 is modified partially in the following manner.

i) A college/ Junior college teacher can borrow only ten books at a time.

ii) Books issued to the college/Junior college teachers shall be returned by the person concerned within 30 days from the date of issue (on the following working day of the due date falls on holidays.)

iii) The books borrowed within one week of the commencement of the summer vacation shall be returned by the person concerned within one week of the re-open of the college after summer vacation.

iv) Non-teaching employees can borrow only 03 ( Three) books at time which shall be returned by the person concerned within 15 days from the date of issue.

v) Book Issued to a particular person can be re-issued only fo 2 successive occasions during a particular academic session.

vi) In case the Library book issued is lost by the person concerned the recovery shall be made at the rate of ten times of the cost price of the books.

Section -III

Special rules for students:

The student borrowers are subject to all the rules in section -ll

2. In case of those students who do not return the Library books within the time allowed a fine of 25 paise per head per books will be charged for a week. After the student will not be permitted to keep the book with her . The Librarian shall send on the 7th of every month a fine list of the previous month along with a statement showing the names of the students.

3. For use in the reading room ordinarily one book or journal at a time may be issued to every student on a call slip. All such books journals must be turned to the Librarian before the last period . if a student fails to return the book or the journal a fine of fifty paise per day will be imposed on her till she returns the book or journal.

4. A student who wants to take books from the Library should fill up her library card and present into the library. She should also present this card to the Librarian whenever she wants to return a book.

5. If a student loses her card another will be issued to her on application and on payment of 25 paise.

6. Ordinarily no student will be allowed to keep the Library books during summer vacation.

7. Slip containing the catalogue number according to subject section sub-section of the book will be received at the Library counter in the 1st period. Book will be issued from the 2nd and 4th period.

8. The students should not enter the Library without taking permission from the Principal or from the Librarian.

9. No outsider should enter the Library without taking permission from the Principal.

10. One issue days of the Library books all the students must submit the chits for issue before 12.30 p.m. must return their Library books before 12.30.p.m.

11. If the date of issue falls on Sunday the issue date shall be the next day i.e. on Monday No books shall be issued on public holidays.

12. If any student wants to submit her chits after the Scheduled time she must take the permission from the Principal to get the Library books.

13. The students should take their books before everyday.

14. All the student works of the Library will be done from to 4.50 p.m.

15. The Library attendant must remain present in the Library at the time of issue of the books.

16. All the periodicals journals questions courses of studies references which are issued in the daily issue register must be returned to the Library before 4.p.m.

17. The student should submit their identity cards to the Librarian at the time of issue of questions journals etc.

18. After 4 p.m. no books periodicals or journals can be issued to the students.

19. Silence must be observed by the students at the time of the issue of books.

20. Breach of rules and regulation of the Library will be viewed seriously.
